Avatar ID is a partially new scope that returns the lo 16 and hi 16 bits of the database ID for that avatar

Data values:

0: low 16 bits of My Persist ID (caller)
1: hi 16 bits of My Persist ID (caller)
2: low 16 bits of Stack Object's Persist ID
3: hi 16 bits of Stack Object's Persist ID

note that this will also work on objects
(that are owned by an avatar)

it also will not work in the sims 1 - which has scopes only until about 54
