I still think deleting is a little harsh. Splitting the topic into another thread, moving it to the appropriate category, and giving said person warning seems a bit more fair then deleting without any warning.

My personal opinion: get the thread back on topic, give 1 - 3 warnings, then take the appropriate action if the third warning fails. Forgive me for giving suggestions on how to do your job but you're only moderator here.
