yes，in most RPG games you don't have enough permissions to modify building layout in game but in some games players able to do this like The Sims、Harvest Moon、Dragon Quest Builders、etc...

because freeplay haven't free will，but it's a stand-alone mobile game and you must control many sims in you simlife， all other sims just like some stumps without any interacts，also you must keep online when playing it EA made a stupid simgame or it's a RPG without story?

yes this thread about TSO specific，why MAXIS and EA didn't release some TSO objects and skins at Sims1 official download pages? TSO and TS1 uses fully same skin formats，objects uses same engines too，such as TSO moroccan furniture and TSO rare pets skins i think these are fully able to provide...
