I downloaded packing slips and moved them ! But I still can't enter a lot !

Can someone figure out why I can't even enter a lot and build on my own ?

i cant get this damn game to work :( keep getting this era, i have done everything, when you click packing slips link, it only opens via internet explorer for me, i cant get the files.. why?

ive read it plenty of times, and have done it, for some reason it isnt working and i cant download packing slips

are there any open servers? and correct me if i am wrong... if you arent connected to a server you cant do anything but create a sim right?
