As @Marvin732 said, the server is offline.

You can try creating a local server, if you want to test FreeSO.

To create a server, do this:

1. Open FreeSO.
2. Go to the neighborhood screen.
3. 
4. Double click any of the *.xml files
5. Have fun playing alone! (But hey! At least it does work)

But yeah, if it was stuck at 0% after logging in, that's because the server is offline or the IP is incorrect.
