cant buy from shops or change lot name?

i recently inherited a lot (was a roomie and lot owner left the lot to me).

however, i can buy and build, but i cant buy items from shops? (ok that one was my bad and it's solved) i also can't rename or recategorize the lot? it also says the lot still belongs to the old owner. (server reboot fixed this!) not sure if this is a bug or just a cooldown thing?
