Error code 23

Hi, I crashed while at work (known bug I know) But now I can not get into the city, my avi start load in. Stops at 29% and then I get a error code 23. Is there a way to fix this please ?

some says go to support.freeso.net, but I can't reach there.
some says update your window and restart your computer--> this one work for a little since I can log in but I still can't get to my own lot. And when I logout same problem code23.
