Sort of. It takes elements from TS1 and it's expansions, but a lot of the content is exclusive to TSO/FreeSO

http://freeso.net/ is where updates are being posted. This is where you'll need to register first once registration is re-enabled. Then you can log into the game itself, if and when the Global Server comes online.

They are currently experiencing a server overload due to literally thousands of registration requests. There's no ETA on when registration will be available again, but they're working on the issue. Patience, young padawan. :)

I think I remember Rhy saying donations might be a thing, but he doesn't want to outright charge people for this. It might catch the ire of EA's lawyers if he tried to charge for it anyway.

Perhaps it might be wise to try again tomorrow. Might not be the first through the gates, but it would hopefully be much smoother once the server is a little less clogged. ;)

Who's freaking out? I'm aware this is Beta and things will be messy for awhile. I'm simply asking out of curiosity. .-.

The Beta starts at 22:00 GMT, you will be able to sign up and log in then.

I'm assuming there's plans for this scenario? What's the visitor limit on City Hall? Will the server be able to handle the load? Is there a chance EA might act/react when the gates open? Why am I asking so many stupid questions? :P
