Can't even get past Create-A-Sim

When I start the game and I log in, it takes you to Create-A-Sim. Once I'm all done and I press confirm, a quick loading bar comes up then disappears, and all I'm left to look at is the Create-A-Sim screen. I can't find anyone else with this issue. Also, when I install the latest version from the website, it says I'm running version 409 and need version 16, which to me doesn't make sense. Sometimes, I do get past Create-A-Sim, but then I can't go anywhere on the map, all of the places are this little brick house with a black square around it. When I do go to a place from the list they have, the list is extremely short and I go to an offline place. Does anyone else have these issues?
 
You probably installed the legacy version (Queen Margret). You need to install the Global Server version (Sunrise Crater).
When you run that for the first time make sure to run as administrator. It will tell you that you need to update to update 16 and will begin downloading updates automatically when you click for it to do so.

I don't know why you would have any problems with create-a-sim in the legacy version, though.
In the global server version you might if the name is already in use. (The message saying that is the problem has not been put in yet)
 
I have the Global Server version installed. I was told I needed to update to update 16 after logging in: "Update Required: The server you are connecting to requires version 16 of the beta/update branch to be installed (you currently have version 409 of the feature/server-rebuild branch). The server has provided a location from which you can download this version. Would you like to download and apply this update..."

After reading this, I clicked the yes button to proceed with downloading and applying version 16. But when I did this, I received an error (or Exception): "Exception: System.UnauthorizedAccessException: Access to the path "PatchFiles" is denied..."

I am not sure what I will need to do? At the bottom left of my screen it says I have Version feature/server-rebuild 409. Help?
