Can't give build permission after ownership transfer

Recently my friend has left the property and so, my second sim has became the roommate. The second sim is able to change property category/description, invite/kick out a roommate, upgrade the lot but is unable to give build permissions and is visible as a roommate, not as owner (but the property info are valid).

Edit: only menu for upgrading the lot is unlocked. When I try to add third floor the button just greys out and nothing is happening.

The greyed out buttons might be a different issue (money, maybe?)
What is your Sim's name (who should be the owner) and your lot name?
 
The owner sim is able to afford the third floor.
Owner sim's name is "Alex R." without quotes and the lot name is "REBUILDING: Podziemia".
The owner is visible as an owner only in property info.
