Cant Run as a Server

everytime i try (connecting to myself,) this always happens

Port's open i have things setup w/ no-ip.org like the guide states, still everytime i get this error w/ build 195

you host by opening a lot not connecting to yourself

Also, with later versions of windows it's not easy to connect to yourself (2 clients) since it tries to use ipv6. The network code we're using right now only supports ipv4.
