Your hardware configuration (specifications for the machine) is either not able to support OpenGL 3.0 or you need to update your graphics card's drivers.
Be sure to know that if you have two Display Adapters appearing in Device Manager that you can try to set the default graphics device the other one and see if that card supports OpenGL 3.0.
Check in device manager for what display devices you have; expand the 'Display Adapters' tab and post what appears there in this forum.
It would also be very helpful to post your specifications of your laptop/desktop/PC.
