"Exception Error" I can´t play ! please i need help

Well first sorry i speak spanish ! , when i try to play this happen :S , i istalled everything correct ! i see all the instructions , this happen when I pushed the button to accept when I finish create a sim ! i can´t play and the game closes , in my computer i play sims 1 2 3 and 4 , and i cant sims online ? wtf D:
i installed directx and microsoft xna but still doesn`t work ! even i wrote --dx11 in the shortcut ! but nothing ! please i wanna play ! thank you so much !

in spanish : Si alguien habla en español me entenderá mejor ! la cosa es asi , instale todo el juego siguiendo todas las instrucciones no me salte ni una y cuando fui a entrar me saltaba un cartel parecido al de la foto , entonces alguien de freeso facebook me ayudo y me dijo que ponga "--dx11" en las propiedades del acceso directo, lo hice y el juego entroo , yo estaba feliz pero cuando termine de crear al sim le doy a aceptar y me salta este nuevo cartel , realmente no lo entiendo me pasa en la de escritorio y en la netbook ! , cabe destacar que en la de escritorio juego a los sims 1 2 3 y 4 sin problemas ! , por favor si alguien me ayuda estaria agradecido ! muchas gracias

There is nothing wrong with your computer, but for some reason your city data appears to be corrupt or loading incorrectly.

Extract this to your TSOClient/ folder. the "cities" folder should overwrite the existing "cities" folder.

i do it but Still Doesn´t work , thank you so much for help me ! I hope there´s another solution
