HELP. Lot OWNERSHIP majorly bugged.

My original sim name is Nell Golde. I moved her out with the idea that TSOmania.net stated - that the next roommate in line would become the owner. THAT DID NOT HAPPEN. There is now NO owner on this lot, but instead three roommates. And *nobody* can build, nor can I enable building in the property management tab. I was trying to transfer lot ownership to Nell Stone, another one of my characters, after my boyfriend Darchseraph transferred it over to her. Please help asap, I've spent hours working on this problem as it glitched and did not do what it said it would do.
 
I restarted the game at first, that did not work. So I restarted the entire LAUNCHER and my computer, and it finally seems that it somewhat works again. THANK GOODNESS. Thank you developers if you did something to fix it, because I also entered a help ticket. <3
 
You need to entirely close and reopen a lot to update its owner. It will only work immediately if the lot was closed the entire time.
