Windows 7 does not constitute a "new pc", but the GPU in that laptop should be able to handle the game. I think your DX11 is out of date or missing, or maybe a version of DX9. Try running this:
You need a graphics device that supports the OpenGL 3.0 model. Sadly re-installing Windows does not upgrade your computer (it would be amazing if it did) but that does not change how capable your hardware is (its limitations I mean). You will need to upgrade the GPU in your computer, if you are using a laptop to play FreeSO then you need to buy a completely new laptop in order to play FreeSO (integrated chips mean that you need to get a whole new computer).
But if you are using a desktop computer or one that you can take components out of and upgrade, then buy a new GPU. (or just use another computer )
The Sims 2 and 3 almost fully depend on DirectX, compared to FreeSO.(lower system requirements) Use this tool: www.realtech-vr.com/support/deeplink.php?SKU=15&target=UrlWin32 It will be able to tell you if your device is capable enough: Open GL 3.0.
Just run the setup tool and run it, in the window that it brings up it should say what version of Open GL you have (i have version 4.4)
