How to give build possibility for guest?

Can anyone explain if that possible? I'm newbie in this game and it is difficult for me to find such explanations on this forum, sorry.

People need to be build-roommates to build. The admin must use the command "/builder name" to make them build roommates. This will persist as long as they have the same IP.
