I cant get any money

I just installed,created a sim and went to Welcome Inn in Trio Lake
None of the jobs there gave me money even if it said i got some,the owner of the place told me to remake a new sim,tried that and same error

If your account was created over 7 days ago, you will not get money or skills from a Welcome Lot. It should not have shown you receiving money in the overhead bubble, though so that is a bit odd. Try other lots that have skill game play enabled, such as a money lot.

i got moneys now,and no my account is older than 7 days,it was bugged for some odd reason

also i could not delete my FIRST sim,and the game show both,even if i click retire it came back ,now i deleted it,started over name MewKitten 2 days ago,now everything is fine

Sims have to be at least 7 days old before the can be deleted

Even though you have just installed less than a week ago and made a new sim, you created the account longer ago. The Welcome lot bonus is for new players (accounts that are less than 7 days old)
