Occasional stuttering

Is anybody having this problem too or is it only me?
I get like some stuttering when my Sim is walking and during any animation, in like an interval of 10 seconds.
Is there any way to fix it? I do have somewhat slow internet but the stuttering makes it unplayable for me...

Two possibilities:

• Game actually freezes, including UI and scrolling. This means there's a performance issue with your device. What device are you using?
  
• Game does not freeze, sims seem to shake on the spot. When this happens, it's happening for everyone, but it does not make the game "unplayable".

Yes-yes! However this is happen sometimes and on some lot. Not all lot. For example: Jeams For Money, ICONIC Skills, Boardwalk Pizza... In my house game is normal.
To come on necessary lot, i must restarting game. But this is not always help.
For example. Time stopped, sim's not move...
