PortMapper Triggers Warnings

I thought about creating a server and followed the link to download the "PortMapper" software from this thread:

The link automatically starts downloading PortMapper, but then Windows pauses it warning me that the software "could harm your computer."

Should I still download it? Is it really safe? Why does it trigger the warning?

Doesn't windows do this for anything downloaded from the internet? I don't really notice generally because I just accept immediately.

I've made some "risky" downloads in the past, but this message doesn't usually come up. I'll try it anyway, thanks!

If anyone else is unsure about the safety of download or link, I recommend inspecting it with a website I found called "VirusTotal."
