oh god... ._. You are not alone, I have exactly the same problem with my PC and I have Windows 8... so I think it is a compatibility issue of with the Windows 8 version. :/

I really want a fix for it! :p It's frustrating because playing in fullscreen with the flimsy 1024x768 resolution just looks awful with modern PCs XP
 
The Sims 1 uses interesting tricks to get good performance on the hardware that was out back in 2000 (very conservative redrawing), so it makes sense that some of them don't work 14 years on in Microsoft's latest disaster OS. I have no idea how to get around that draw bug for windowed (maybe disable aero?), however I can offer a hack that will let you play the game at your PC's native resolution so that it's not horribly upscaled:

Obviously you should substitute in your resolution instead of 1920x1200... It looks really nice but the UI is a little broken by it. It becomes a bit hard to read the motive displays and especially the job screen.
 
OSes have to move on at some point and, unfortunately, some software and hardware has to be left behind. The benefits of a newer OS can outweigh the shortcomings though. Still, a few hacks can get them working again or near abouts, usually. :)

Sims 1 complete collection in windows 7 works good in windowed, also you can check some sims stuff at ctosims.com
 
If you don't know how to play windowed

Make a shortcut of the sims.exe on your desktop, right click and after Sims.exe" add -w
 
Im testing with sims vacation and was able to create a residential vacation house, that families can visit....

Just out of curiosity, do you guys remember those Moroccan beds that everyone had in The Sims Online? They were a pinkish tan color. Anyone know where I can find them? I want to download them for The Sims 1. I searched high and low and cannot find them anywhere.
