skill decay..

I have 21 skill locks. I got to 20.99 body yesterday. and put 20 of my locks on it..yet i have decayed to 20.94.. any reason why>?
 
oh well i thought in the old TSO if you had 20 locks on it, that it would lock everything. It would seem silly to have 20.99 as on option then.
 
From my understanding the .99 overhead is for skills you have maxed but not locked. Like mech for me I maintain above 20 all the time but not locked.
