Your computer specifications are not enough to run the lot (it has an object count and lot size way above the normal limit). You can try using the -dx, -dx11 flag and see if it helps.

He made a shortcut to FreeSO.exe, then opened its properties and added at the end of the path:

-dx11

You should also try to disable city shadows on the ingame options - it can push the game over the edge when it comes to performance.
