This could be another form of earning money on your venue from your visitors, since they might want order a drink or two. There could even be an option to assign a visitor to work on it, with the 'click sad or smile face' prompt.

No, I don't know what those are or what their gameplay purpose would be.

The game already has bars, and an original game idea from Maxis was to make certain sims "Bar Tenders", like you are thinking of. I could see it kind of being fun on ENT lots/casinos.
 
Yeah, we need serving bars. It would add more diversity to the game. Being served is more fun than having to serve yourself. Sims should get drunk (fun boost and energy decrease).
