I am a newbie. The installation seemed to go well. I can open the game, log in, view the city and neighborhood views.. but when I try to join a property it won't let me. The arrow at the top left of the property details window looks like it might be grayed out? Any suggestions?

Other people have to be on the lot/property (owner or roommate) and have it open to the public (it will show a message saying otherwise indicating permissions insufficient)

Yep, yep.
When a property is open (residents are on the lot) it will show as a flashing red dot from a distance and be highlighted if you zoom in close enough to see individual lot. When you click on an open lot it'll have a blue background in it's description pic instead of that grey
