I found the download for the official TSO Winamp skin by EA, which has been lost for many years. Now you too can listen to your TSO soundtrack while using the official TSO skin! You can select from 5 characters.​
Almost everything works just fine! -

Sims change, music plays, and everything else you can think of. Some glitches are expected (media library and playlist editor scrollbars and buttons are the wrong colours in places) because of it being tested on 5.66 rev. 6 but that's not really anyone's fault. It bears various similarities to the actual TSO UI and reminds me a little of the pre-alpha.
To install:
  • Associate the file type .wal with Winamp.exe
  • Download this file (VirusTotal links 1 2)
  • Double-click the .wal
  • If it asks you if you want to install the skin, click yes.

EDIT: Just a reminder that if the download ever goes offline I'll host it on Dropbox, Mediafire, here and maybe MEGA to make sure that there are multiple mirrors for the file.
