Well you do not need certain files to make sprites for TSO or TS1 in 3DSMax. All you have to do make/model your 3D model in 3DSmax and then take screenshots of the object from different angles. This can be done best using a script for 3DSmax like this one...

Looks nice, what I wonder the most about though is, if you directly took the translation from the german Sims version or just translated it by yourself

Its just what the developers of the game decided to do, so how are we supposed to know?
