You need to download the latest client from the 0.1.23 thread in Releases. However, servers aren't up right now. I've been overhaulin the back end, and if I put them up right now they'd just crash the moment someone logged on.
I'll let you know as soon as they're back up.

The Sims Online was released as of 2002. I may not be accurate on this, but I believe 64-bit Windows started around 2009. I'm pretty sure The Sims Online is definitely a 32-bit program for its time. That is the reason why The Sims Online is installed in the Program Files folder, not the Programs Files (x86) folder.

Actually, that's quite wrong. o_o

32bit is referred to as x86. 64bit programs are known as x86-64, x64, or AMD64. Program Files (x86) is for 32bit programs. The reason that The Sims Online's installer goes to Program Files and not Program Files (x86) is likely due to the destination folder being pre-determined by the installer itself, and not the system. You gotta remember, Windows XP was sold to the public in 32bit mode and Program Files during that era was called that Program Files, not Program Files (x86).
