Will we able to add custom content?
That is difficult to answer right now.
Basically, The Sims had a very... esoteric content pipeline, which, for objects, required exporting them as accurate bitmaps from 3DS Max in order for them to render properly.
EA Land came with a set of Blender plugins for making objects, but I'm afraid these have been lost in the midst of time.
If anyone can get their hands on them, please let me know!
As for meshes, that shouldn't really be that hard. Since we know how to render meshes, writing a plugin for Blender that can export meshes isn't really that difficult. When it comes to animations, that's more or less the same story.
I think new heads would be my first choice of CC to avoid having too many people looking alike. I remember so many of the same heads being used that made it very difficult to tell who was who until you hovered over one of them for the name. It would've been nice if EA had provided more heads. At least with clothes, there seemed to be a decent selection; though, I didn't much care for how the PJs and swimwear only had the fit body type. Oh, well. The game was still enjoyable.

Would it even be possible to port the heads from the rest of The Sims offline game and its expansion packs?
Well,In Maxis's And EA's Hands,They probably could. So that answers that therefore,Its a yes. It would be!
That's awesome because there were plenty of heads that I liked from those packs.
Long story short: We're gonna have the ability to make any custom content.
