How many floors can a house have? Are terrain controls live?

When I last played TSO, you could only have 2 floors. I see in the guides that 5 was possible at some point? Is it possible if FSO? Don't have property yet so I can't just test it out, but I would like to start planning my property and the floor number matters.

Also, are terrain controls live? This would affect my design too. I saw the blog post about it, but I'm not sure if they're actually live.
 
5 floors were not possible in TSO; That is a FreeSO feature. At TSO mania you'll find a little bit of a mix of TSO info and some pages updated to reflect FreeSO changes and additions.

The terrain tools are live, yes, but as the post indicates they are a bit different than the ones you remember from TS1 (Assuming you played that as well)
You can try using Sandbox mode to get used to how they work without spending a bunch of cash. Don't forget to familiarize yourself with using CTRL and SHIFT buttons.
Unlike TSO the lot you purchase wont necessarily start out entirely flat. your initial 12x12 area will always start flat but after that you need to shape the terrain yourself. So you'll want to pay attention to the city map. Slight slopes on city map are larger slopes once you land on the lot itself.
