How to chat?

I'm new and don't know how to chat plz help

Hit enter to bring up the chat bar.
Better still use CTRL+H to bring up chat history and you can type into that

You chat by pressing the enter key. It will open a blue window at the top of the screen where you can type in your message for other players to see.
