Is clothing in TS1 inherently gendered?

TS1 and TSO limit clothing option to male or female sims, but I was thinking the other day about whether this is hard-coded into the engine. You might remember a tool that came with some TS1 bundles called The Sims Creator which allowed you to customize sims beyond what the built-in CAS allowed. I distinctly remember creating men in bikins as a child, for some reason, although come to think of it that was probably only possible because The Sims Creator was a full-blown texture editor.
 
Custom outfits ARE indeed usable in FreeSO and were usable even back in TSO, BUT... there is a problem. Limited slots for clothes. CAS currently has limited slots for clothing and you will have to replace current outfits with your outfits. You can do this yourself, but it will only be client-visible, meaning, only you will see the changes in your game, other players will see your outfit as the normal one, that's provided by the server.

Devs can be working on this, but I suspect they have other plans for adding in custom, user-made clothes when they introduce CC support.
