Is it still possible to host free-build servers?

When I played FreeSO a year ago, I remember money being unlimited, everybody on a lot having the same permissions, and every object in the game being available to place. Does the new neighborhood system replace that gamemode?

That server has been removed and replaced, yes. You can still install the Legacy version of the same on your own computer to play (alone), but make sure you do it in a separate folder from the global game you've installed.
