My friend cannot Download TSO

Why he cant download it? it gives Manifest Error

My friend cant Download TSO because of this Error :
He dont wanted to give me Screenshot... it gives him Manifest Error, I dont know... It cannot Download Manifest or Something..
 
No he dont haves the game... means he cant Download/Install TSO... i dont mean PD... the Whole Game not Addon that u maked to make it to Work

No, seriously, but it's a problem on his end, he can't even open Google or anything (by domain name, at least). Sounds like DNS to me (though Dawid says he tried and it didn't work, that's weird).
 
I dont completely know, Downloader works for me fine... i downloaded alternative Installer from ... some post i forgot the name... and it's sending to him via Skype.. it may take sometime... but i dont have any idea what's goin on here... we tried completely everything... Skype, GTA Works fine.. He cant run some other programs that use internet because it gives Error in Console *Mcreator - Yep he is MC Player :/* Soo any ideas? Good that he has Skype Available... Soo... :/?
 
His internet was really slow today... Well he lost connection to Skype few times... I dont know... ;/ it started Yesterday...
 
Maybe he should ask his provider. I don't know why, but it might be simply be something on their end.

(I ran out of the ideas, messed up network configuration is the only thing that makes sense to me here)
 
Ah i should mention that on Beginning, His internet is from Orange, and he has Cable, Well he connects the cable from PC to Phone, Yup he has Internet from Phone somehow... :/

I'd rather say it's something like 3G/4G interwebz connection. Btw. this pretty much changes everything, I thought he was connected over an Ethernet cable to a router or something, that's what "cable" meant to me. :D

Dial-up services are still offered and are still used in some parts of the world. It could be anything - 2G, 3G, 4G, Dial-up, etc.
