User ban with Charvatia

Hello, i was wondering about the following: if you ban an user on a Charvatia server, will his IP be banned then, or only his name? (eg: could he log in, even if he is banned, if het just uses an other name)

They are IP banned. Many people these days have a dynamic ip though, so this method is generally only effective for a small period of time.
