Ok i put forum username and password but when i join i choose create a Sim and there are not any neighborhood to choose, no up or down nothing, any slot...

Well I think it's still not playable. There aren't cities etc. We will wait for the staff answer .

The server of the city is down because the game does not work properly.

Pretty much - it'll only be possible to implement online aspects other than messaging once the simulation code includes a way to serialize and restore from a state.

That isn't implemented yet. I'm currently focussing on getting the gameplay (offline, then serialized + synced) functioning before I try anything else.

I'm not sure what you mean, but once the monogame port is functioning I'll be releasing more work in progress tests.
