To be fair it does say Under Construction so was likely never meant to be a final screen. It might have been a "duck". I'm not sure using it is actually a very good homage.

Nope, the head you choose is the one you are stick with. You can restart the Sim if you do not mind losing what it has earned so far (including skill locks), but it isn't something you can do regularly when you get bored of one hair style or to indicate the passage of time.

The EA servers are *super* finicky, unfortunately. If you want to try downloading and installing without the launcher you can download the TSO files directly from http://largedownloads.ea.com/pub/misc/tso/Setup The Sims Online.exe but it probably wont help :(
