Skill houses are not actually meant to double as service lots. All of that extra work people do to run a skill house is voluntarily encroaching on another lot type. Personally I see no reason for them to be rewarded for that.

When one of your sims gets stuck on a lot do NOT try with your other sims. The problem lies with the lot, not your sim and any/all sims trying to enter the lot will be stuck. Once the server is restarted, the lot is usable again and all Sims that were stuck there are available again.

You need to run as administrator.

Do you have your computer set up to "Hide extensions for known file types"? If so, then you wont see the .exe, even though it is one.
